Regulatory Amendment Expanding the Scope of Mandatory Private Security Coverage
A recent amendment has been made to Article Two of the Executive Regulations of the Private Security Guarding Law, introducing new categories of establishments now required to provide licensed private security services approved by Public Security authorities.
The amendment differentiates between establishments obligated to maintain 24/7 security coverage—such as hotels, banks, hospitals, and large commercial centers—and those required to provide security services only during business hours, including private educational institutions, clinics, large restaurants, and event halls.
Furthermore, regional police directors have been granted the authority to impose security requirements on other establishments as deemed necessary based on security assessments.
The previous requirement specifying fixed working hours for security guards has also been abolished.
